can't seem to get updated lease for apartment and having problems with section 8, what can i do!!??? legaladvice

my mother has been having problems with getting section 8 for the last year now, whenever she filled out the paperwork they'd send her a really shitty photo copy of her application and tell her to refill it out and send it in. the thing is they would on their end refill it out and send in information that was not originally on it, there be like 6 rooms instead of 3, they put there's a back yard and a balcony when there is none, a washroom for laundry when there is none, they put the wrong measurements for the apartment on the application to make the apartment seem much larger than it is. they ask for paystubs and tax returns for whomever lives in the apartment and they're sent in but then they still send in request with the IRS for the same damn paperwork that was already given to them and wait for irs docs to come. they also send insepctors to the apartment and lie on their report saying like there was refrigerator blocking the doorway in the apartment when there was none, or that there was a bike with a doll baby head on the front wheel when we don't have bikes.....why is that?? i still live at home with my parents and my brother, im the only one working part time, my brother is going to school and both parents are disabled and for some reason we keep getting denied for section 8 when we're not suppose to be. didn't have this problem till this year when they changed the staffing at that works for this housing program in ny.

also she's been calling for a copy of her lease in order to bring in since it had the written and signed agreement in it for the pricing of the apartment, she hasn't been able to get the new one since 2013 and every time she calls they tell her that they'll send it or call her back and they never do.

(she needs the lease in order to prove that the amount that was agreed on is not the amount that they're trying to make my mother pay for in rent, the paperwork thats sent in to the housing program that suppose to send in paperwork in order for you to get section 8 is altering your paperwork once sent in to them and causing massive delay in receiving help.)
