I've never complained about the temperature in a store to the partners, but I have observed people who do. They are invariably told that the baristas can't control the temperature, it's supposedly controlled by district or region by some computer somewhere, I can't recall exactly what I heard.
Now, if this is in fact a lie, Starbucks reason for perpetuating this deception would be perfectly understandable, on my end. Can you imagine what it would be like if customers knew that the temperature could be adjusted? You would have one customer claiming he was cold and asking for it to be turned up? Another would claim to be hot, and ask it to be turned down.
The reason I am bringing this up, is I have two stores that I frequent regularly. they are about 9 miles apart, in an area of central California that regularly sees temperatures anywhere from 95 - 105 degrees in the summer. One store will always be at least 10 degrees hotter than the outside temperature. The other store is usually so cold often times customers come in, then go back to their car and retrieve a jacket, and come back in. It literally feels like you're standing inside a refrigerator.
I even remarked to one of the partners last night that I felt bad for them, because I'm sitting at my table drinking my coffee and barely moving, and I'm sweating like an animal, so it must be even worse for them if they are having to move back and forth quickly doing things as they work.
Now, if the temperature inside the stores was legitimately controlled by district/region, how could two stores a mere 9 miles apart in pretty much identical weather conditions have such vastly disparate temperature inside?
